Cron Intervals

I read one of Lloyd's post that siad that a reminder is sent if current time > (event time-delay interval). In that case, would a reminder be sent by a running of the cgi script at 9:45 for a 10:00 event with a 15 min reminder? Seems to me in this case current time = (event time - delay interval).

Do I need to run my script at 1, 16, 31, and 46. In this case, at 9:46, current time > (event time -15).

Any thought swould be appreciated.
